Caracas (Venezuela), 1951. Rafael Bengoa is a doctor and specialist in Community Health from the University of London. His professional footprint can be traced in various social policy and health management documents addressed to the European, Spanish and Basque Parliament. He has worked for fifteen years at the World Health Organization, where he headed the Directorate of Chronic Diseases and later the Directorate of Health Systems until 2007. He was Vice President of Horizon 2020 of the European Union. In 2009, he was appointed Minister of Health and Consumption of the Basque Government, from where he directed the transformation of Health towards a more sustainable, technological and proactive model focused on the needs of chronic patients. He is a Senior Fellow at Harvard. He currently co-directs, with Patricia Arratibel, the Institute for Health and Strategy (SI Health) supporting governments and health and social reforms in Spain and in countries such as Ireland, Scotland, England or the USA.
