  5. Preparation, general management, monitoring and control of the Provincial Budgets.
  6. Internal economic control and accounting.
  7. Treasury, borrowing, provision of guarantees and functions related to financial institutions.
  8. Financial counselling and advice to municipal and trans-municipal organisations.
  9. The definition of the policy and management of business assets.
  10. All other powers corresponding to it under law.
